ALS is one of the specified diseases in Japan, which means its patients are eligible for state subsidy to cover their medical costs.  You have to be officially recognized as a patient to receive subsidy, of course, and it involves a lot of paperwork.

Renewing the certificate has been rather simple--- as far as I can tell from my limited experience of the past couple of years--- but this time, it's a bit different, because the entire subsidy system has been changed.  The government decided to include more hard-to-cure diseases under its subsidy, while asking patients to pay part of their costs, rather than getting all the necessary medical service for free. 

The new system takes effect next January, and we are required to submit the renewal documents by Oct. 10.  But, because the state government is slow in finalizing the details of the system, local governments that actually handle the process, are unable to provide some necessary information such as what kind of document needs to be submitted when the patient is on respirator.  We are also required to submit copies of various documents and certificates.

I was hoping to prepare most of the stuff over this weekend, but it seems that I have to wait for some of the necessary documents to come.

Oh, well.

ALSは、いわゆる特定疾患、すなわち国の難病指定を請けている病気で、患者の医療費には国の助成がある。診断を受けたら、「特定疾患医療受給者証」というものを申請し、以後更新手続きをとる。

先に報道されたように、来年１月からこの特定疾患医療給付制度が変更になり、より多くの疾患を対象とする一方、これまで全額給付だった患者に一部負担を求めることになる。この変更のため、今回の更新手続きは、添付する書類の数が増え、記入する書類も増えて、いささか煩雑だ。

　　

　

さらに、｢事前に送付しているため、今回の封筒には入っておりません！」とされている書類がうちには届いていなかったので、電話したり（なかなかつながらなかったり）というトラブルもあった。

締め切りは１０月１０日だが、書類記入は間違ったりするといけないので、時間にゆとりのあるときにやりたいと思って、この週末ある程度めどをつけようと開いては見たものの、医師に書いてもらう書類に書かれているのと同じように、とか、住民票のとおりに、とか指示があって、そのどちらも今手元にないから書けない、とか、利用している医療機関のリストについても、その証明となる領収書のコピーなどを付けてそれに合わせて記入しなければならないのだが、普段支払いのないところからは領収書ももらっていないので、それも別の書類が届くのを待たねばならず、結局きょうはたいしてはかどらなかった。

病気の診断を受けた当初は、特定疾患のほか、介護保険やら、障害者認定やら、保険やら、書類仕事がものすごくたくさんあったので、逆にどんどん処理できたのだけど、このところはほとんどなかったから感じを忘れてしまっていたこともあり、今回はちょっと大変だなあ、と思っているところ。
